Subject:  Requires the Division of Juvenile Justice in the Department of Corrections and Rehabilitation to complete a study on any newly committed ward with regard to that ward's educational, physical, and mental status, and substance involvement. Requires every ward be provided with specified educational programs and counseling services. Requires the division hold case assessment conferences. Requires further studies to determine a program for a ward's transition back into the community.

Subject:  Authorizes a law enforcement officer to issue an emergency protective order without contacting the court if certain conditions apply, including that the Superior Court has issued a standing order. Requires the Department of Justice to continue to monitor the number of emergency protective orders in the Domestic Violence Restraining Order System and to notify victims.
