Amends existing law requiring the Office of Statewide Health Planning and Development to prepare an annual report that provides information about the health care workforce. Requires the office to provide the report to the State Department of Health Care Services for the department's consideration in setting Medi-Cal provider reimbursement rates.

Require the Department of Public Health to develop a related brochure and a waiver form. Requires the Medical Board to adopt regulations for revocation or suspension of medical licenses for violation of these provisions. Authorizes a civil action.

Subject:  Creates the Apple Pest and Disease Prevention Act of 2008. Provides that no person may handle apples that were produced in a designated area to prevent the speak of designated pests or diseases. Provides it is a crime to fail to meet specified reporting duties or pay required assessments. Requires an advisory panel and a committee. Relates to use of funds received under the act. Authorizes the investigation of related complaints and civil penalties for violations. Authorizes assessments to fund the act.
